Photoshop Tutorial: How to Make a 3D, Pop-Out Photo Effect
Go up to the Filter menu at the top of the screen, choose Blur, then choose Gaussian Blur: Go to Filter > Blur > Gaussian Blur. This opens Photoshop's Gaussian Blur dialog box. Drag the Radius slider at the bottom of the dialog box towards the right to increase the amount of blurring that's applied to the shadow.
